## About the bank
Agrobank has operated since 2009 under Central Bank license No. 78 of 30 April 2009, and it is state-owned. Its assets were UZS 124.2 trillion on 1 August 2026 (about USD 10.3 billion at the Central Bank rate of 16 October 2026), which UzDaily ranks second in the country after the National Bank. By number of cards issued on 1 September 2026 it is third, with 6.8 million, behind Xalq Bank (12.2 million) and Uzum Bank (7.4 million).
## Account for non-residents
The bank's website does not publish terms for non-residents, so the general rules apply: a personal visit, a passport, a PINFL (personal identification number) and a registration certificate. In 2023 Spot wrote that Agrobank issues cards to foreigners with management approval, so the answer may depend on the branch. The bank publishes no separate terms for Russians. Russian Visa and Mastercard cards are not served in Uzbekistan, and Mir does not work.
## Cards and payments
The main new product is the joint UnionPay-HUMO card, announced on 14 July 2026 and issued to customers since mid-August. It supports contactless payments, online purchases and cash withdrawals abroad. The agreement between HUMO and UnionPay was signed in February 2024. The bank also issues Uzcard-UnionPay, which it says is accepted in more than 170 countries. It is not stated whether these cards are issued to foreigners.
The bank has a mobile app and internet banking, but it does not state the interface or support languages. Since 22 April 2026, banking apps match the phone number against the PINFL, so you will need an Uzbek SIM card registered in your name.
